The short answer
Yes, this is normal. Around age two, children discover that they are a separate person with their own will, and “no” is the first word that proves it. It’s not defiance aimed at you. It’s a very small person with almost no real power practicing what it feels like to have an effect on the world.
What the “no” is really saying
Usually it isn’t a “no” to the cup, the shoes, or the bath. It’s a “no” to being moved through the day without a say. That’s why the same child who refuses everything often cooperates a minute later, once they’ve said it. The no was the declaration, and the yes can come afterward without losing who they are.
What helps in the moment
Offer two real choices instead of a yes-or-no question. “Do you want the red cup or the blue cup?” works far better than “Do you want your milk?” because the question you’ve asked can no longer be answered with “no.” Keep the boundary where it is and give the control inside it: the bath is happening, and they get to pick the towel.
Name what you see without giving in: “You don’t want to stop playing. I hear you. It’s still bath time.” Then stay warm and steady. You can give a little more time without giving up the expectation.
